This is actually quite a mundane principle: If you decide you want something, do everything you can see in your power to make it happen, and it's bound to happen in a way you hadn't expected.
Essentially, there's no point in engaging in hours of convoluted SexMajik or similar as a way of achieving gnosis and launching your intent, if you're just going to sit on your arras and wait for it to happen. The gods do not look smilingly on supplicants with no va-va-voom. Rather, it is recommended that all the conventional means are tried, ALONG WITH a carefully-footnoted intent that sets out precisely HOW you want things to happen.
Also, the further ahead that the practitioner is able to intuit, the more scope she has in which to (put in the leg)work. It takes far more energy to manipulate tomorrow's event horizon than next year's. Novice practitioners are advised to set intents that have the scope to manifest over a longer period of time, rather than disappointing themselves by failing to manifest world peace tomorrow.
The number of consciousnesses with a psychic investment in a given event will also impact on its likelihood of occurring. You'd be surprised how many people have a vested interest in world peace not manifesting just yet.
