After the event I can answer. I'm not sure the terminology was particularly accurate, and certainly didn't try to distinguish 'technique' from 'technology' in a strict or rigorous way. The question or statement of the event would have been more descriptive if it had alluded to the idea that the techniques in question are about mitigating the loss of a technical infrastructure that depends on things like civilisation. So yes, rubbing bits of wood together is strictly definable as technology, but in terms of mitigating the loss of a lighter / matches / a magnifying glass, it's going to work if you have the technique to make it work.
